The position may be based at our Montreal or Ottawa office. Occasional travel across Canada is required, including frequent travel between the Montreal and Ottawa offices, depending on proposal and team needs.

This role is both strategic and operational, with a focus on leading complex individual proposals, including submissions to public- and private-sector clients across Canada.

The incumbent is not responsible for the overall management of all the firm’s proposals but acts as the lead for specific proposals under the direction of the Director of Proposals.

In this capacity, the Proposal Manager is accountable for the quality, compliance, response strategy, and timely delivery of assigned proposals. For the proposals they lead, the incumbent serves as the operational point of contact between partners, project teams, business development, and management, demonstrating a level of professional credibility aligned with best practices among leading architecture and professional services firms.

KEY RESPONSIBILITIES

1. End-to-End Management of Individual Proposals

  • Manage assigned complex, strategic, or multidisciplinary proposals from start to finish, including submissions across Canada.
  • Analyze requests for proposals (requirements, evaluation criteria, key issues, and risks) and, in collaboration with the Director of Proposals and the firm’s partners, define the proposal strategy, including positioning, key messages, differentiators, and narrative structure.
  • Contribute to drafting the proposal’s strategic content, lead internal reviews (kick-off, mid-point, and pre-submission), and incorporate feedback and direction.
  • Ensure the compliance, quality, and overall consistency of final deliverables prior to submission.

2. Proposal Coordination, Leadership and Expertise

  • Mobilize, coordinate, and guide multidisciplinary teams assigned to proposals under their responsibility, including contributors from different offices.
  • Develop schedules, prioritize tasks, and assign responsibilities.
  • Ensure the strategic, narrative, technical, and visual quality of all content produced.
  • Work closely with technical teams to ensure the accuracy and relevance of the information presented.

3. Strategic Collaboration and Organizational Alignment

  • Work closely with the Director of Proposals to ensure proposals are aligned with the firm’s overall strategy.
  • Apply established guidelines, tools, templates, and processes for the firm’s proposal function.
  • Ensure clear and structured communication between project teams, business development, and management in an inter-office collaborative environment.

4. Rigor, Compliance and Document Quality

  • Act as the custodian of operational excellence for proposals under their responsibility.
  • Verify formal compliance, administrative completeness, visual consistency, and linguistic quality of documents.
  • Oversee final validation prior to submission and maintain rigorous version control.

5. Contribution to Continuous Improvement

  • Participate in the analysis of successful and unsuccessful proposal outcomes.
  • Contribute to the continuous improvement of proposal writing, strategy, and methodology.
  • Participate in knowledge sharing, occasional mentoring, and the development of collective expertise across the firm.

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in architecture, engineering, construction management, business administration, or a related field.
  • Additional education or training in communications, management, or marketing is considered an asset.
  • A minimum of 5 to 10 years of relevant experience in the AEC (architecture, engineering, and construction) industry.
  • Demonstrated experience coordinating or managing proposals or professional services submissions.
  • Professional certifications (APMP, PMP, or equivalent) are considered an asset.

KEY SKILLS AND PROFESSIONAL ATTRIBUTES

  • Excellent writing skills and strong command of proposal-specific narrative approaches.
  • Collaborative leadership skills and professional credibility with multidisciplinary technical teams.
  • Strong organizational skills, attention to detail, and the ability to manage multiple proposals simultaneously.
