This planning exercise aims to outline the main principles of the development project, with a focus on enabling greater building density while ensuring harmony with the existing built environment.

Without setting a fixed master plan—allowing for future evolution—the development concept defines the spatial and programmatic organization of the site. It will include the major streets frame, surrounding neighbourhood connections, distribution of building typologies, active mobility in the neighbourhood, consolidation of the existing green network, implementation of a multifunctional community hub, and local shops.

The TOD area of Saint-Basile-le-Grand is part of a predominantly residential environment punctuated by commercial and institutional uses. Residential uses are mainly represented by single-family detached home developments in the towns of Saint-Basile-le-Grand and Saint-Bruno-de-Montarville.

The typomorphological characteristics are defined by low-rise buildings of one to three storeys typically featuring large backyards and wide landscaped front margins. Involving large areas of land per residential unit, the single-family detached house model does not fully meet the densification objectives defined for a TOD. The integration of new housing typologies with the existing grid is an issue within the framework of this mandate. A few medium-density multi-family residential buildings have been erected near the intervention site, notably in Saint-Bruno-de-Montarville along Boucherville Boulevard and in Saint-Basile-le Grand on the edge of Millennium Boulevard in the Gare district. These more recent developments are characterized by medium-density buildings with semi-detached, row house and multi-family typologies.

A commercial core is also established along Montée Robert, the historic heart of Saint-Basile-le-Grand. It is mainly composed of small local shops and professional services premises. They create around Montée Robert a warm, rural atmosphere where the mix of functions creates a real living environment.
