The international competition for Block 2 aimed to transform several heritage buildings into a contemporary office complex on Parliament Hill.

Facing the Peace Tower in Ottawa, Block 2 sits on unceded territory of the Algonquin Anishinabeg Nation. The project includes offices for the Senate, House of Commons, Library of Parliament, and retail spaces along Sparks Street. Two existing buildings, reserved for the Indigenous Peoples’ Space (outside the competition scope), were thoughtfully considered in the design.

Our proposal enhances the pedestrian experience, integrates public spaces, and emphasizes spatial flexibility. Guided by knowledge shared by Indigenous planner Aaron Aubin, the architectural vision is rooted in reconciliation, memory, and the recognition of many Nations. A sacred ceremony marked the project’s beginning.

The Place of Many Nations, aligned with the Peace Tower, provides space for ceremonies, cultural events, and public gatherings. Its circular water feature and Sacred Fire bring Indigenous presence into the national narrative.

The Truth and Reconciliation Tower, also aligned with the Peace Tower, bridges Indigenous history and Canadian democracy. Its transparent, flexible committee rooms adapt to evolving civic needs. Clad in medicinal cedar and carved by Indigenous artists, it conveys healing and storytelling.

The project offers inclusive civic spaces that connect Indigenous culture with democratic values. It draws from the Seventh Generation Principle, which calls for decisions that sustain future generations.

This model of sustainable development celebrates land, people, and history while showcasing world-class Canadian innovation and inspiring both citizens and elected leaders.
