This project consisted of the construction of two new interconnected complexes on the site of the Canada Border Services Agency’s (CBSA) Learning Centre in Rigaud, Quebec. 

The 5,685m² Firing Range Complex houses two indoor shooting ranges for the training of border service officers in the use of firearms. 

The complex also comprises several related training rooms, firing range maintenance and equipment storage facilities, offices and services spaces. The 6,766m² Multifunction Complex consists primarily of academic spaces used for the training of border service officers, including training on the use of force and through the use of simulation scenarios. The two programs are programmatically complementary and functionally interdependent. They were initially designed as two separate projects but were later integrated into one project and built by a single contractor. The new building integrates harmoniously into the surrounding landscape and existing built environment while asserting its own identity.

Several security measures were implemented to control access to the firing ranges. A card reader system in the main lobby provides controlled access to both complexes. The security desk in the lobby has been strategically located to have visual links to the entrances into both complexes, the elevator lobby, the main staircase leading to the 2nd level and the loading dock access point. There is no access between the two complexes at the 2nd level unless required for emergency evacuation.

Within the firing range itself, there is a “Photoelectric Safety Beam” system installed that uses an infrared photoelectric beam to detect any crossing of the firing line. When the beam is broken, all target carrier movement stops and all targets turn to the edge position. The lights in the range turn to full brightness, red signal lights flash, and a message is sent both to the Range Officer’s headset and to the security desk in the main lobby.
